I believe House's questline should still be open to you as well unless you've killed him.
So depending on whether you've killed key NPCs from either faction, you may still be able to complete the game with either of them if you've yet to receive those pardons. For the NCR, this happens when exiting the Lucky 38 for the first time, and for the Legion, when leaving the Tops after completing Ring-a-Ding-Ding.
